[PAO] Title of Public Affairs Person at Wing Level

You are right. A lot if times it's just because someone started something,
and it stuck around. It's like when a commander writes a "policy" letter.
There is no such thing according to CAP regs, but people keep issuing them.
Anyone know where the director title started from?

In case you were wondering, a unit policy is issued as an Operating
Instruction.
