[PAO] Title of Public Affairs Person at Wing Level

Sure, but CAPR 20-1 also "shows" that the PAO reports under the chief of
staff on the org chart section whereas CAPR 190-1 and CAPR 20-1 "states"
that the PAO report directly under the commander. Since within CAPR 20-1,
there are two conflicting references to public affairs, one would assume
that this reg only serves as a guide rather than setting everything in
stone.

Also, eServices let's a wing assign either a director or officer under PA,
so that is another indicator that it is open to creative license.
