[PAO] Title of Public Affairs Person at Wing Level

CAPR 20-1 was last updated Jan 2013. Since the DPA/PAO issue at the wing level has been a fact for a number of years, I believe we can assume that NHQ “prefers” PAO for wing, over the “obligatory” DPA for region.

Sure, but CAPR 20-1 also "shows" that the PAO reports under the chief of staff on the org chart section whereas CAPR 190-1 and CAPR 20-1 "states" that the PAO report directly under the commander. Since within CAPR 20-1, there are two conflicting references to public affairs, one would assume that this reg only serves as a guide rather than setting everything in stone.

Also, eServices let's a wing assign either a director or officer under PA, so that is another indicator that it is open to creative license.

There is a clause in CAPR 20-1 that states the CC “can expand the table of organization to make it more efficient” or words to that effect. This is meant in a “downward” sense, not “upward” that involves taking on the title(s) of a higher HQ.

I'm seeing increasing use of the title "Director of Public Affairs" being used at the Wing level. In my former wing I was Director of Public Affairs. In my current wing the CC doesn't like it so I am the PAO.

 

Technically, that title is used at Region and higher. However, logically if other wing staff officers are "Director of" then it follows that for parity at the Wing level it should also be Director. 

 

I wold like to hear your comments.
