[CAP-PAO] SUI D-6 form

You said it! It takes a team to do PA right. That's why in my wing we have
had a waiver for several years consolidating the PA function at wing with
squadron PAOs serving as assistant wing PAOs to specialize in what they are
good at. In the Air Force, there are no PAOs below a wing except for a few
exceptions like the Thunderbirds. Even the Coast Guard Auxiliary doesn't
have PA at their local flotillas, which are like our squadrons.
