[PAO] Civil Air Patrol changes commands to streamline its operations

This happened last Friday, a day and a half ago.  I'm assuming it just
missed NHQ/PA news cycle over the weekend.  No doubt, there'll be something
at VolunteerNow on Monday.

Doesn't change anything to CAP uniforms that I see.  Our MajCom patch isn't
changing.  Seems to only affect CAP-USAF flight suits ...

(Do correct me if I'm wrong.)
