[PAO] Snapchat & Instagram

My Wing/CC came back from the National Conference all fired up about
leveraging social media. Currently we (the Wing) uses email, Facebook,
Twitter and YouTube. He wants me to look into Snapchat and Instagram.

I freely admit I am a cyber-dinosaur and while I know what they are, I'm
not at all sure it would be a good idea to begin using them and, if you
tell me it is a good idea, how to use them effectively.

Keep in mind when replying I am a cyber-dinosaur. You will need to tell me
how to set up a CAP account on each platform and then how to use them.
