What the report does not say is the team finding the first beacon was helped not just by the homeless gentleman with the longboard to get to the beacon resting on a highway pier in the channel but by all the other homeless residents of that Interstate 280 overpass who'd noticed the strobing beacon .... which had kept them up all night. One UDF team and an Aircrew were formed. CAP 481 and the UDF team utilized excellent Air to Ground Coordination to DF the signal to the Islais Channel. Not able to spot the EPIRB the UDF team asked a number of homeless citizens if they had spotted anything looking like a EPIRB. The citizens pointed to an object in the water that they said had fallen from the overpass. With the help of a citizen and his 12 foot longboard the EPIRB was retrieved. The UDF team then verified and silenced the EPIRB. After the first EPIRB was silenced CAP 481 identified a second EPIRB in the downtown San Francisco area. AFRCC confirmed that this EPIRB was reporting to satellites the day before but went missed (silent). UDF 1, with the assistance of CAP481, proceeded to downtown San Francisco and narrowed the search area to a small block in San Francisco’s lower Nob Hill. The businesses identified were not open and CAP and SFPD were unable to enter the buildings. Over the next two days the search area was narrowed first from Felicity's Fetiche, to the Regency Center, to the old Avalon Ballroom, and then from the roof of that building to the six story St. Clare Hotel. The EPIRB was found in a residents room and shut off by CAP personnel. Due to the heavy urban area and the high elevation of the EPIRB with respect to other surrounding buildings this EPIRB was difficult to find and I congratulate all members that participated. It's strange how some of these types of missions proceed. We've had strange ones like that too, where the signal moved... then stopped, and ultimately was found in a UPS truck.
