[CAP-PAO] National Level PA Working Group

Hi Annette,

In order to give PAOs at every level an equal opportunity to help, last
year we instituted a system to receive self-nominations from PAOs on
eServices to indicate their interest in volunteering to serve on various
national-level PAO working groups. We generally try to match a person's
interests with our needs, which are based on the most pressing PA
priorities and the CAP strategic plan.
